Panama City Bassmasters
Constitution and By-Laws
Amended January, 2012
ARTICLE I - NAME AND PURPOSE
Section 1: Name
This Club shall be called the Panama City Bassmasters of
Panama City, Florida.
Section 2: Purpose
To stimulate public awareness of Bass Fishing as a
major sport. To offer our state conservation department our
organized moral and political support and encouragement. To
promote full adherence to all conservation codes and to demand adequate
water standards and legal enforcement of existing regulatory
standards. To detect and report any polluter and call public and
political attention to their crimes. To improve our skill as Bass
Anglers through a fellowship of friendly exchanges of expert bass
catching techniques and ideas and to promote and encourage youth fishing
and love for this great sport.
ARTICLE II - MEMBERSHIP
Section 1: Number of members
The number shall be unlimited.
Section 2: Requirement for Regular Membership

Voluntarily express a genuine interest in
membership.

Participate in two club meetings and fish two club
tournaments with two separate club members while fishing in the
members boats.

Be voted on for club membership. Vote shall be
by secret ballot at a regular meeting which the prospective member shall attend. Full membership
shall be awarded and credentials presented upon vote of affirmation and dues
paid.
Any
prospective member who receives two (2) or
more “No” votes shall not be accepted as a member.

Must be 18 years of age or older.
Section 3: Requirements and Privileges for Honorary/Associate membership

Be someone the general membership of the club feels
will benefit the club.

Be allowed to fish club tournaments.

Pay no club dues.

Prospect must receive a unanimous vote of those club members
attending a regular meeting at
which prospect is presented.
Votes will be by secret ballot.
ARTICLE III - OFFICERS, ELECTIONS, VACANCIES AND
ELIGIBILITY
Section 1: Officers and their duties
The officers shall consist of:

Preside over all meeting and direct all
official business. Appoint and direct all committee
and their functions. |
| b. Vice
President/Tournament Director |
Assist the president
in his duties and preside over meetings in the absence of the president.
Act as program chairman, preside over all meetings and functions of
the tournament committee and report same at each meeting. |
| c.
Secretary-Treasurer |
Maintain accurate minutes of all meetings and
financial records and report same at each meeting. |
| d.
Assistant Tournament Director |
Assist the Tournament Director at all
tournament
functions and preside over tournament committee
meetings in the absence of the Tournament Director. |
Section 2: Elections
The election of officers shall be held annually at a
regular meeting during the month of December. Election shall be by
simple majority of members present. Voting for each
officer shall be held separately in order listed in ARTICLE III, Section
1.
Section 3: Eligibility of Vote
Each member in good standing is entitled to one vote. Proxy voters
are not permitted.
Section 4: Term of Office
The term of office is for one year, which shall
begin on January 1 and end on the last meeting day of December.
Section 5: Vacancies
In the event of an office becoming vacant,
nominations shall be shall be taken from the floor, and an election shall be held to fill the
unexpired term of the individual vacating the office.
Election shall be by simple majority.
Section 6: Eligibility for holding office
To be eligible for an office a member must:

Have been a member in good standing for six months
or more.

Have shown an active interest in all club functions.
ARTICLE IV - DUES
The membership dues shall be $25.00 annually to be
paid prior to fishing any tournament as a club member. New members
dues will be pro-rated beginning with the first tournament following
their being voted into the club.
ARTICLE V - REMOVAL OF MEMBERSHIP
A member shall be dropped from membership of the club
for the following:

Failure to pay dues.

Any action which would reflect dishonor and disgrace
on the club.

A 2/3 vote by the membership.

Continued unsportsmanlike conduct.
ARTICLE VI - AWARDS
The following awards shall be presented each year:

LUNKER AWARD - To the member catching the largest
bass by weight while fishing the club tournaments.

BASSMASTER OF THE YEAR AWARD - To the member
accruing the most total points while fishing the club tournaments
for the year.
Total points for the year, used for
the BASSMASTER OF THE YEAR, shall be the total points from not more
than ten (10) club tournaments.

SPORTSMAN OF THE YEAR - To the member who has
demonstrated those traits of good fellowship, club participation and
outstanding sportsmanship for the year. This award will be
voted on by the general membership.

RODNEY DASSINGER LARGEST STRINGER - To the member who
has the largest string of fish caught in a single tournament,
abiding by local limit laws, for the year.
Types or amount of awards shall be determined each
year by the Tournament Committee.
ARTICLE VII - METHOD OF AMENDING THE CONSTITUTION AND
BY-LAWS
The constitution and By-Laws may be amended at any
regular meeting by a 2/3 vote of the members present. Notice
of the proposed amendment shall have been presented to the membership at least
one regular meeting prior to the vote.
